The U.S. Department of Transportation's Interim Final Rule (IFR) effective October 3, 2025, requires all existing DBEs to submit a detailed personal narrative demonstrating both social and economic disadvantage. This narrative is a critical component of your re-evaluation and must provide specific, individualized evidence of the barriers and challenges you've faced.
